WhatsApp Business API pricing in Mexico, explained

WhatsApp Business API pricing is not a flat monthly fee: Meta charges per delivered template message. Here is how the model actually works.

"How much does the WhatsApp Business API cost?" is the question we hear most often as an authorized Meta Tech Provider. The honest answer starts with a correction: there is no single "API price" you can quote as a monthly fee. There is Meta's billing model, plus the cost of the platform you connect through, plus implementation. Let's break down each layer, without making up numbers.

How Meta charges: per message, not per conversation

Until mid-2025, Meta billed per 24-hour "conversation." Since July 1, 2025 the model changed: you are charged per delivered template message. If the message isn't delivered, you don't pay. If it's not a template, different rules apply, and those rules are where the savings live.

The full details and current rate cards are on Meta's official pricing page. We won't copy rates into this post because Meta updates them and any number printed in a blog ages badly. The logic of the model, however, is stable.

The three template categories

Every template you send outside an open conversation falls into a category, and the category decides whether it's billed:

  • Marketing: promotions, offers, product announcements. Always charged when delivered, and the most expensive category in every market.
  • Utility: order confirmations, appointment reminders, shipping updates. Charged only when sent outside an open customer service window.
  • Authentication: verification codes, with their own rates outside the window.

What costs nothing

This is the part most vendors gloss over, and the one that changes a real SMB budget the most:

  • Replying is free. When a customer messages you, a 24-hour customer service window opens. Every free-form message (text, image, audio) you send inside that window is not charged.
  • Utility templates sent inside an open window are also free.
  • Click-to-WhatsApp ads open a free 72-hour entry point window: messages sent within that period generate no Meta charge.

The practical implication: a business that uses the API mainly to respond to and follow up with customers who message first can pay very little to Meta each month. Costs explode when you run outbound marketing campaigns to large lists. Those are two different use cases with two different budgets, and you should decide which one you are before requesting quotes.

Rates depend on the customer's country

Meta publishes a rate per market based on the recipient's country calling code. Mexico has its own row in the official table, separate from the United States or "Rest of Latin America." There are also volume tiers: past certain monthly volumes, utility and authentication rates drop. To estimate your case, multiply your projected outbound template volume by the Mexico rates in the official table, category by category.

The two other costs you actually need to budget

Meta's charge is only one layer. The other two usually weigh more:

1. The connection platform

The API has no interface: you need a platform or provider to connect it. Billing models vary: some providers charge a flat monthly fee, some add a markup on every Meta message, some combine both. The question we always recommend asking before signing: "do you add a margin on top of Meta's rates, or pass them through as-is?" A per-message markup looks tiny until you scale volume. 2. Implementation

Setting up the account, verifying the business, designing conversation flows, creating and getting templates approved, integrating your CRM or booking system. This is one-time work (plus adjustments), and its cost depends on how much you want to automate. How to estimate your budget in 20 minutes

  1. Count how many outbound marketing messages you plan to send per month (campaigns, promotions).
  2. Count how many utility notifications you'd send outside a window (reminders, confirmations to customers who haven't messaged you that day).
  3. Multiply each volume by the corresponding Mexico rate on Meta's official page.
  4. Add your platform's monthly fee or markup.
  5. Add the prorated initial implementation.
